  • The Working Group on Citizen Engagement recommended in its 2013 report that PPNs, i.e. Public Participation Networks, be created. Government acted on this by giving each City and County Council in Ireland the power to set up a PPN for its area in 2014.
  • Cork City Public Participation Network (PPN) was set up by Cork City Council in 2015. It is a publicly funded independent body that is led by the decisions of its members, run by a Secretariat (i.e. Steering Committee), supported by a team of 2 full-time staff, and is free to join.

It demonstrated the potential to use this model called Participatory Budgeting for more and ever larger scale public projects.

Special credit to our own Yvonne Murphy, who took the mantle to bring "Cork Voices" to life.
